While the requirements and guidelines for Local Law 196 have changed several times through the implementation process, this is the current set of requirements as it currently stands as updated at the May General Membership meeting. Most important to note is that the initial June 1, 2019 date has been extended by the NYC Council to December 1, 2019. Effective December 1, 2019, all Local Union No. 3 members in the Construction Division will be required to have a valid New York City Site Safety Training Photo ID card. These cards will verify that you have all of the training required by New York City Local Law 196. You must have this card to gain access to construction sites after the December 1, 2019 deadline and/or to be referred out to work by the Employment Department.

There is an initial Limited Site Safety Second Compliance Date of December 1, 2019, and the Site Safety Training (SST) Full Compliance Date of September 1, 2020.

Local Law 196 affects each of our construction members differently. For graduates of the Joint Apprentice Training Program/Local #3 Apprenticeship after May 30, 2014, you get full credit for the 40-hour training requirement. Any graduate of the Apprentice Program who graduated after May 30, 2014, will be able to receive their full Site Safety Training (SST) card which is good for 5 years.

For graduates of JATC/Local #3 Apprentice Program before May 30, 2014, you will need to take 8 hours of refresher courses consisting of 4 hours fall protection and 4 hours supported scaffold training before December 1, 2019. The 8-hour refresher training needs to be done within 12 months of the issuance of the SST card. These online courses are under development with Click Safety and will include voice recognition.

All Apprentice Program graduates still need to make arrangements with the JIB Safety Department to be photographed and voice printed ASAP. The photograph is required on the SST card the Joint Industry Board will issue and the voice print is needed to enroll members for the additional 8 hours of refresher training.

Members who have not completed our Joint Apprentice Training Program are required to complete the OSHA 30 course by December 1, 2019, to obtain a LIMITED SST card and also must complete the additional 10 hours of training by the second compliance date of September 1, 2020, for the full SST card. These 10 hours of online courses are under development with Click Safety and will consist of 8 hours of fall prevention and 2 hours of drug and alcohol awareness.

Be sure to contact the JIB Safety Department to sign up for the appropriate courses and to be voice-printed and have your photo taken for the required site safety cards. Please visit Classroom A/B outside the library at the JIB, or call 718 – 820-4155 to schedule an appointment. You can also have your picture/voice print taken at the Local 3 North offices.
