Withdrawal Cards - Participating And Honorary

A Participating Withdrawal Card is for the ‰ÛÏA‰Û� Charter member who desires to maintain his standing, in the IBEW, after leaving the trade. Any member who becomes an electrical employer, a partner in an electrical employing concern, a general manager, or any other managerial position, or who leaves the trade, may apply to the Local Union (L.U.) for a withdrawal card. The Local Union (L.U.) has the right to require such a member to take out a withdrawal card if it so decides. The member‰Ûªs dues must be paid up through the end of the month in which they are making the request for the Participating Withdrawal Card. Any member receiving a Participating Withdrawal Card and desiring to maintain their standing in the IBEW shall deposit the duplicate portion of the withdrawal card in the International Office (I.O.) and pay their per capita (Dues) in advance to the International Secretary Treasurer, as well as any I. O. assessments. They shall be entitled to all benefits of the IBEW as long as they comply with its laws and maintain their continuous good standing. The Participating Withdrawal Card shall not entitle the holder to any Local Union benefits or admittance to any Local Union meeting. Upon returning to the trade, the recipient of this card shall deposit it in the L.U. which issued it. No member on Participating Withdrawal Card is entitled to notice of any payments due the I.O. Any member not desiring to maintain their standing who retires from the trade or is unemployed, or in such other cases as may be decided by the L.U., may be issued an Honorary Withdrawal Card provided dues are paid for the previous month or the current month if the application is made after the 15th of such month. Members on Honorary Withdrawal Card pay no dues to the Local Union or the International Office, therefore they are not considered in good standing and are not entitled to member benefits. An ‰ÛÏA‰Û� charter member who accepts Honorary Withdrawal Card status forfeits all claims to IBEW pension and death benefits that they would have retained if they had continued ‰ÛÏA‰Û� membership. If an ‰ÛÏA‰Û� Charter member of the IBEW accepts Honorary Withdrawal Card status and before becoming six full months in arrears changes their mind and desires to resume their continuous good standing as an ‰ÛÏA‰Û� member, they may do so by surrendering their Withdrawal Card to the local union which issued it and pay all back dues and reinstatement fees in the same fashion as any member who falls more than three months in arrears. Upon reinstatement of the Honorary Withdrawal Card, the ‰ÛÏA‰Û� member‰Ûªs continuous good standing will remain unbroken for pension benefit purposes. When a member returns to the trade, they shall deposit their withdrawal card in the L. U. that issued it and continue membership by paying the current month dues. No new initiation fee is necessary, except that any ‰ÛÏA‰Û� member shall pay the two-dollar fee as required in Article IX. ‰ÛÏBA‰Û� members not employed under the jurisdiction of the L.U. for at least a month can be shown as on honorary withdrawal without actual issuance of the card, unless the L.U. bylaws provide otherwise. Officers of the L.U. are not entitled to withdrawal status without forfeiture of their office. However, a ‰ÛÏBA‰Û� member, shown as on honorary withdrawal or on Honorary Withdrawal Card not exceeding two months, may retain their continuous good standing in the L.U. and eligibility for local union office and as delegate to the International Convention by paying dues for the months of unemployment before becoming indebted to their L.U. for three months‰Ûª dues had they been employed. The validity of any withdrawal card shall be dependent upon the good conduct of the member. It can be annulled by any L.U. or by the International President for violation of the laws of the IBEW, or the bylaws and rules of any L.U., or for working with or employing nonmembers of the IBEW to perform electrical work, or for any action of the holder detrimental to the interests of the IBEW. Membership in the IBEW is automatically terminated upon annulment of any withdrawal card. A member on a withdrawal card may be subject to charges, trial and appropriate penalty in accordance with provisions of this Constitution.
