Elliot Hecht
Assistant Business Manager
Westchester and Fairfield Counties
Upon the retirement of Assistant Business Paul Ryan, Elliot Hecht has been appointed assistant business manager for Westchester and Fairfield County Connecticut. Elliot Hecht has been a business representative of Local 3 of the IBEW since 2007. He was initiated into Local 3 in 1974. He completed his apprenticeship and became a journeyman electrician. As a journeyman, sub-foreman, foreman and general foreman he worked on various projects throughout the City of New York. He and his brother Howard are second- generation members of the union. His father Louis was an “A” construction member.
Brother Hecht served as president of the Electrical Welfare Club from 1996-1998 and now is club coordinator. He is a member of the Keystone, Colony, Bedsole and Welfare Clubs.
Elliot was unanimously elected to the å_Local 3 Executive Board in October of 2000 by the Executive Board and re-elected for two more terms by the General Membership. He served in that capacity until his appointment by Business Manager Erikson as construction business representative for Lower Manhattan in March of 2007 and had the additional responsibility as business representative for Downtown Brooklyn in 2012. Elliot was reassigned in May of 2015 as the business representative for the newly formed Residential Division.
As an active trade unionist, he served on the Local 3 Wage and Policy Committee and Organizing Committee. Mr. Hecht is a trustee of the Pension Committee of the Joint Industry Board of the Electrical Industry and Joint Apprentice Training Committee as well as the Joint Industry Board Committee.
Elliot plays an active, effective role representing Local 3 in jurisdictional disputes in the construction industry. He has been involved in many Building Trades arbitration hearings, identifying, securing and protecting work opportunities for Local 3 electricians.
In 2001, he served as a Local 3 alternate delegate at the 36th IBEW Constitutional Convention held in San Francisco California; in 2006 he served as a delegate at the 37th IBEW Constitutional Convention held in Cleveland Ohio and as an alternate delegate at the 38th Convention in Vancouver Canada in 2011.
Elliot is a delegate to the New York City Central Labor Council. He served as the financial secretary of the Manhattan Board of Business Agents and as a delegate and recording secretary designee of the N.Y.C. Building Construction and Trade Council from 2009-2015.
In 2009 he was honored by the State of Israel Bonds Electrical Industries Division and presently serves as its Labor Chairman. The UJA-Federation honored Elliot in 2011. He was the Man of the Year of the Louis Howard Latimer Society in 2012 and recipient of the Jose Lopez Memorial Award from the Santiago Iglesias Memorial Society in 2016.
Mr. Hecht grew up in Electchester and was an energetic participant in the Electchester Boy Scout Troop #357 attaining the rank of Eagle Scout. From 1975 through 1980 he served as the Troop Scoutmaster.
Mr. Hecht graduated from John Bowne High School in 1970. He earned a Bachelor of Science degree from Cornell University in 1974. He and his wife Judith, a director of social work employed at a nursing home, reside in Rockville Centre, NY. They have two daughters, Jacquelyn and Sharon.
